Research On Structuring Of E-Government Of Regional Administration On Foreign Trade And Economic Cooperation

Case study, which is elaborated on the basis of the practical experience of the author, the theories of service-oriented government and modern administration, and the analysis of current development of e-governance in the pillar foreign trade departments, esp. in those of Qingdao. The author explains the problems and shortcomings during the establishment of e-governance in foreign trade departments in Qingdao, explores the factors influencing the establishment and implementation of e-governance, and proposes the measures of enhancing thoverall planning, resource integration, exploring new functions, and updating the administrative level of e-governance.It is considered in this thesis that the establishment of e-governance shall focus on the major objectives of foreign trade and fulfill the national tasks as a key sector of informationized national economy. Besides, the establishment shall serve the extension of export and the transformation of the administrative functions of relevant departments, enhance the informationized network of foreign trade in China as a whole, and guarantee a key position of the development and application of the information resource in foreign trade. In addition, large data bases should be established, so as to form a comprehensive, advanced and workable e-governance system, and improve the transparency and efficiency of the governments at different levels.The author holds that the key to the establishment of local e-governance is to create the e-network of the administrative system of foreign trade departments. By means of informationization, office automation of the departments will be improved further. Information service system, standard operation and system of the departments, and the coordinated development of e-governance among various departments will be carried out efficiently by taking the advantage of the information resources. In the meantime, the initiative of the enterprises will also be enhanced. The e-governance of foreign trade departments will be built into an authoritative service network featuring openness, while the development and utilization of e-commerce by the enterprises should also be promoted.
