Study On Validity And Reliability Of Contingent Valuation Method

Contingent valuation method has superiority in which aspect of appraisal goods' non-use value can not compares. At present, since the characteristic of hypothetical market cannot connect with the anticipation of economic theory in the application, caused strong dispute in the validity and reliability of the research result. The dispute about CVM has been a hot and difficult topic at present. Since 1993, research have been changed in abroad. Although they have made a certain progress in validity and reliability of appraisal result, there is no an authoritative and unified conclusion about connotation and problem of validity and reliability up to now. The home even lacks of the corresponding systematic research.This paper based on the pre-case study, designed the technical route and multiple investigation plans of validity and reliability in the case of typical pollution city. The result studying is demonstrated:(1) In the appraisal technology's multiple project designs, because "Yes-saying bias "caused to DC overestimation and PC underestimation;(2) In the appraisal method multiple project designs, after reject the big tail value of people's recompensed satisfaction, WTP can approach with WTA effectively;(3) In appraisal space multiple project designs, CVM can obtain the reliable result through different samples survey in which different time point with the same way in the same overall;(4) The appraisal time multiple project designs, two times investigations were effected by environment, the sample characteristic reproduction quality is better, but the result has somewhat deviation. The author thinks time-gap selection is especially important in this kind of experiment.Based on a general review, paper summarizes the main problems and controversies concerning CVM, namely, the involvement of non-use value into cost-benefit analysis, and validity and reliability of the results. According to investigate the multiple plans of the CVM appraisal result's validity and reliability, the author believed even in developing countries like China, that so long as the investigation is established in strict implementation and careful analysis, CVM was still an effective environmental value method, and can provide the basis for the science environmental management decision-making.
