Research On The Financial Countermeasures That Promote County Economy Development In Qinhuangdao

The main purpose of this paper is to seek financial countermeasures that promote county economic development in Qinhuangdao. Through analysis on economic data and fiscal data,find out existing problems and countermeasures to problems. For the characteristics of the subject, this paper uses comparative analysis method, a combination method of qualitative analysis and quantitative analysis,as well as normative analysis and empirical analysis.Firstly, this paper elaborates some related theories,such as the concepts and features of county economy, county and township financial system,as well as mechanism and the ways that financial policy promotes the economy of county region. These theories will lay the theoretical foundation for this article.Secondly, the paper explains and analyses the general situation of the natural condition and industry development in the county region.this paper analyses deeply the county region's economic development of Qinhuangdao, finds that it's GDP is not large enough,and its industry structure is backward, peoples are not rich ,financial revenues are far slim than the financial payments.Thirdly, this paper makes an analysis of the financial situations of county and township in Qinhuangdao,finds that: because the systems in county and township are not reasonable and financial levels are too many to manage it well, county and township of Qinhuangdao are poor self-financing; There are too many peoples that supported by finance, so the structure of financial expenditures are nor reasonable; The transfer payment system is flawed so the transfer payment can not play the role of promoting economy development.Finally, through the study on the natural condition and industry development in the county region, puts forward financial countermeasures for the economic development of county and township of Qinhuangdao. Includes:To simplify government levels and financial levels, to reform local tax system,to improve the fiscal structure of expenditure and expenditure management, to improve and standardize the financial transfer payment system and other financial measures to promote the development of county economy.
