The Research Of Emergency Logistics Resources Allocation Based On Earthquake Disaster Emergency

In recent years emergency have occurred frequently, losses caused by emergency are growing day by day, particularly earthquake disaster, not only caused serious economic losses, but also accompanied by heavy casualties, its destructiveness is situated the natural disaster to surrender. After the disaster, reasonable emergency resource location and configuration is the top priority of emergency management, simultaneously is also our country emergency management research to be solved and improved.The main purpose of this research is that more flexible and more practical emergency resources multi-objective location model is established on the basis of emergency management theoretical research at home and abroad. Aiming at the problems of emergency resources management in responding to earthquake disaster in our country at present, put forward an emergency resource allocation model from a theoretical and empirical point with a view to optimize the allocation of natural emergency resources, to prevent disaster effectively, to minimize losses caused by disasters for the future. This paper has used the literature analytic method, the qualitative analysis and the quantitative analysis as well as the empirical analysis research technique.Firstly, analyse the research of earthquake disaster emergency management and allocation of resources at home and abroad, point out the shortcomings of earthquake disaster emergency management research in china at present, fully demonstrate the importance and practical significance of China's earthquake disaster emergency logistics resources allocation research, go on to propose the main research contents of this article.Secondly, summarize theoretical foundation of earthquake emergency response logistics resources allocation, analysis the emergency resources in earthquake disaster emergency logistics, emergency resources are divided into seven areas in this article, they are the emergency human resources, emergency material resources, emergency information resources, emergency technical resources, emergency financial resources, emergency response time resources, urban lifeline emergency resources.Thirdly, based on several commonly used several commonly used model, analysis the issues of earthquake disaster emergency resources location that should be considered, establishe emergency resources multi-objective location model, solve and analysis the model by an example, then put forward four modes of emergency resources allocation based on the location of emergency resources.Finally, analysis the emergency logistics resource allocation of the Wen-chuan earthquake, propose suggestions of optimized allocation of emergency resources combined with the emergency rescue work of this Wen-chuan earthquake disaster.
