Research On Local Governments' S&T Investment And Regional Innovation Performance

In base of the reform of executive structure of innovative technological resources and management system, this paper is on the issue about "local government innovation investment into business investment or public investment and R&D institutions". In reviewing the regional innovation systems theory, theory of government functions and the research of the Government Technology Investment and Performance, local government innovation investment will be classified into three types including enterprise-oriented, public R & D-oriented and mix-oriented according to the implementation of innovation. This paper also compared typical examples of innovation investment and development between Zhejiang, Tibet, Beijing. In researching the correlation coefficients of the use of local innovation investment and business innovation investment, the level of business-oriented of local government innovation investment will be analyzed. After calculating the proportion of local government innovation investment in public R & D-oriented investment, the degree of public R&D-oriented will be clear. We will determine the type of Local Government's innovation investment on the results of the research.In order to get further analysis of the performance of different investment model, this paper selected the panel data from 31 provinces in China between 2001-2006 and used Eviews5.1 statistical analysis software to get the impact of local government innovation on the performance of local knowledge and technical innovation through the new Cobb-Douglas production function and compared the impact factors on the regional innovation in three types of investment. This paper also advised different policy recommendations in order to improve the input of innovation, optimize the resource allocation and enhance performance of regional innovation.Compared with the previous studies, the progress and contribution of this paper includes the following three aspects:First, this paper classified local government innovation investment into three models including enterprise-oriented, public R & D-oriented and mix-orientation to explore the quantitative classification of innovation in 31 provinces, which enriches the study of structure and performance of local government innovation and provides a new idea of the structure of government investment and the performance of innovation investment.Second, most existing studies about investment of government and performance of innovation focus on the national level and the evaluation index system.This paper uses panel data in-depth study into the structure of different parts of local government innovation and the performance in order to find out its intrinsic relationship between the expanded government investment and the performance of innovation and research, which is kind of a theoretical exploration.Third, this paper try to find the effects of local government innovation investment on knowledge innovation and technological innovation based the analysis of different input models. Then we proposed different policy recommendations and specific measures from the allocation of resources, structural adjustment and management mechanism which will have some practical guidance in optimizing resources investment and promoting regional innovation.
