| Today in the economic globalization, small corporations have play an increasingly important role in the national economic system. Their development can significantly accelerate the related industries and local economic development. Therefore, the development of small corporations has become an important issue, and it has become the research object of scholars both at home and abroad.It is important to strengthen competitive force for the development of small corporations, whereas the nature of the competitiveness is the competitiveness of capabilities. So it is very theoretical value and strategic significance to carry a research on capabilities. Effected by industrial structure and organizational patterns, there are different capabilities evolution in different corporations, and there are different capabilities systems in them too. Therefore, the capabilities system affected by the particular industrial structure and organizational patterns must take into account. From the perspective of the traditional industrial clusters, this study is a targeted one.Through literature review and theoretical analysis, the author argues that the capabilities system consists of the resource capacity, the union capacity, the organizational capacity, the technical capacity, the strategic capacity and the entrepreneur capacity in traditional industrial clusters. There are interaction relationships between these capabilities. In accordance with the capabilities' status and role in the system, the capabilities can be divided into three levels: based-capabilities level, core capabilities level, development capabilities level. The based-capabilities level includes the resource capacity and the union capacity; the core capabilities level includes the organizational capacity and technical capability; the development capabilities includes the strategic capacity and the entrepreneur capacity. In accordance with the capabilities of the status and role in the system, this paper makes a theoretical model of the capabilities system of small corporations. In addition, this author argues that the share of resource and scale economic help to enhance the resource capacity. The effect of "social capital" encourages corporations to become the union party. "Intermediary organizations" and the open network of clusters can increase organizational efficiency. Knowledge sharing and technology diffusion are conducive to the accumulation, transformation and innovation of knowledge; they also help to improve the technical capacity of the corporations. Information networks and information-processing capabilities of clusters can enhance the ability of strategic analysis. Specific "social situations" of clusters is to cultivate the entrepreneurial spirit and produce the outstanding entrepreneurs. As a social system, clusters have a positive impact on the ability of entrepreneurs. Therefore, the author draws a conclusion that there are positive correlation relationships between clusters and the capabilities system.In order to verify theoretical models and theoretical assumptions, the statistical tools have been used to analysis the survey data. At last, the paper has the following conclusions: First, the capabilities system consists of six capacity elements. Second, the system is not a "pyramid" hierarchical structure, but a "bucket" parallel structure. Third, there are positive correlation relationships between the cluster and capabilities .The suggests following: First, there are obvious characteristics in environment and resource in small corporations. Corporations must develop the capabilities system based on environmental and resource. Second, Corporations need to strengthen the capabilities system, pay attention to the balance of the capabilities development, emphasize the whole function of the system. Third, capacity-building process is not a once and for all. A continuous flow of investment in capabilities is required for corporations. So the sustainable development of the system can been achieved. At last, the development of capabilities system should be a gradual one, and have a strategic perspective. |
