With the sustainable and rapid development of China economy, the process of urbanization and industrialization is accelerated, the area of cultivated land will reduce continually, the scale of construction land in the city proper and towns will still be increasing and the unused land will decrease rapidly. Research on land utilization has been a core content to economics, geography and regional science. With the regular updating of visual angle for studying, the interpretation methods discussed for driving mechanism analysis of land use change were interesting and diversifiedBased on consulting literature and other existed results, the paper detected that the driving factors of land use change are connected with the geography and related policies to some degree, so much as some factors are rested with the correlative geography and policies or even being the geographical elements.With the rapid growth of urban construction, the amount of cultivated land is dwindling. In some regions with predominant geographic environment, land utilization and land administration stresses are particularly acute. Simultaneously, these regions always win the support of more and more policies and measures. Policy plays a quite important role in land utilization and land administration. Consequently, the definitive factors of land use transforming are the geography and related policies. And based on this conclusion, the paper attempts to build an interpretive structural framework based on the geography and related policies to interpret the drive mechanism of land use change deeper and more profound.The paper regards that the land use structure is associated with industry structure and the spatial arrangement of business activities will certainly result in the corresponding land use structure to change. The land use structure is the space geographical distribution of industrial development and industry structure. The study of the geographic distribution to industrial accumulation of the new economic geography serves a useful function to establish the framework for interpreting the land use pattern change.In drawing a relevance theory and fixing the boundary of the main body, the paper analyses the primary determinants and the basic condition of land use transforming from the perspectives of economic geography and new economic geography. The paper arranged the geography and related policies under four main heads: physical geographical factor, economic geographical factor, new economic geographical factor and policy factor. With interpreting the effects and mechanisms of the factors, the thesis makes further particular analysis of the influence path.Combining with the new development of the geography and introducing the theory of new economic geography, the explanatory framework is built to explain the land use transforming.Eventually, the paper makes the econometric analysis with the empirical panel-data illustrated by the Wuhan urban region and identifies the influence factors of land use change. The result demonstrates the credibility of the original hypothesis. The result shows that the factors emphasized by new economic geography such as human capital, enterprise scale, levels of infrastructure construction and development of area economy, etc. have great meaning to land use change. Tested the result of simulation, the land use change explanatory framework based on the economic geography and policy factor is convincing and proved to be the supplement and improvement of the results about LUCC.
