Study On The Construction Of Harmonious Finance In Qinhuangdao

Harmonious finance, which situated between the constructive finance under the traditional planned economy and a perfect public finance, is a transition financial pattern. Finance should both maintain economic growth and safeguard social justice. So it is advantageous in promoting coordinated development of economy and society. Therefore, constructing harmonious society is an important content, including the construction of harmonious finance and a perfect financial revenue and expenditure system, and so on.First of all, harmonious finance is put forward in recent years, which is associated with construction of the harmonious society. In this paper, we defined the connotation and extension of harmonious finance before analyzing the city of Qinhuangdao. We also discussed the theory development of harmonious finance and financial revenue and expenditure in China.Secondly, this paper utilizes the method of gray slope connection analysis, taking the theory of harmonious finance and financial revenue and expenditure theory as the instruction, qualitative studies on the present situation of Qinhuangdao financial revenue and expenditure as the foundation, to analyze the various projects of financial expenditure separately. The model computes interrelation degree of some according variable, various projects and social justice (the income differential index between city and countryside), financial expenditure and economic growth (the total quantity of GDP), and so on. Through the analysis we can obtain the positive and negative influence and influence factors between every expenditure projects and social justice, economic development.Moreover, this paper analyzes Qinhuangdao finance to find some unharmonious phenomenon, which takes Qinhuangdao financial revenue and expenditure situation as the basis, by empirical data and the conclusion, unifying the situation of Qinhuangdao. For instance, the proportion that the scale of financial revenue and expenditure accounts for the GDP is somewhat low, and the financial gap between revenue and expenditure is big. Likewise the leverage of structure, both financial revenue and expenditure in safeguarding economic society coordinated development, is not strong.Finally, in order to construct harmonious finance, there are some things we should do. On the one hand, we should display the macroeconomic regulation and control function of tax revenue, on the basis of the stable source of wealth. We must speed up the tax revenue system reform, the standard public income system. On the guarantee of tax source stable foundation, we should enlarge the tax revenue policy adjustment, to promote economic harmony development. On the other hand, we must act according to the fairness and efficiency goal of harmonious finance, which needs to adjust some corresponding internal structure. Limiting the expenditure scope as the foundation, we should continue to deepen the reform of the financial system, and optimize expenditure structure, consummate the related necessary system.
