The Research Of The Problems And Countermeasures Of Financial Dependence On Land Of Guangzhou

Since the tax system reform in 1994, the fiscal revenue and expenditure structure imbalance has caused a series of problems. On the one hand, the need for government by force of economic development, which made it through "land finance" based on land leasing to ease the financial pressure. The government debt crisis deepens, and this further prompted the local government rent out more land, resulting in the situation that "land finance" accounts for a large part of the local financial revenue. "Land finance" did ease the financial pressure, promote economic growth, industrialization, urbanization development, but with the emergence of problems such as land value-added income distribution unreasonable, government debt risks, the interests of farmers and relocation of residents lacking security, so that negative effects of land finance is becoming more and more serious, and the risk becomes concentrated, social contradictions increasingly prominent. This article attempts from the perspective of China’s existing tax system combining with the concrete conditions of Guangzhou city, to analyze the current situation of land finance of Guangzhou City, and the system of tax distribution causes of formation of Land Finance. Summarizing the problems of local government finance under the system of tax distribution and the negative effects caused by the land finance, I think that local financial dependence on land revenue is difficult to continue, and the land finance is not sustainable. Through understanding the relationship of the system of tax distribution and the formation of local land finance, From the governance and the property rights do not match, the local finance pressure is too large, the tax system is not reasonable etc. found that the local government seriously depend on the land finance. And as the main reason of land finance of local government, which is an important aspect of management for the land finance. Therefore, according to the requirements of the eighteen National People’s Congress, "to accelerate the reform of the taxation system, the improvement of the public finance system", this paper will discuss the reform of the tax system, and puts forward some suggestions in order to get rid of the land finance predicament.
