The Impact Of Federation Of Industry & Commerce To Promote The Development Of Private Economy

Since China has implemented the policy of the reform and opening to the outside world, private economy in China has seen prosperous development, which has made a positive contribution to promoting the economic construction and social development. Currently, its development is facing new opportunities as well as challenges. Meanwhile, there still exist the constrains of private economy development from both the external environment and internal barriers. However, the federation of industry and commerce, as a linking bridge between government and private economy should take the responsibility of ensuring the sound development of private economy. In this paper, the author firstly focuses on the federation of industry and commerce's role of promoting the private economic development, and then she takes the chamber of commerce in Minhang district as a specific case, and analyzes, through the comprehensive review of the private economic situation in Minhang District, its objectives, roles and problem solving as well as the present bottleneck problems in orienting the development of private economy. Lastly, suggestions and policies have been proposed from four aspects, institutional mechanisms to improve the relationship between government and federation, the promotion of private enterprise owners' growing up through education, elevating the service quality to promote the development of private economy, strengthening the foundation, and promoting the establishment of basic Chamber of Commerce in towns and villages. The purpose of the paper is to find out, through an in-depth thinking and exploration, a new way to promote private economic development.This paper consists of four parts.Part I introduces research background, objective, theoretical consequences and practical meanings, defines relevant concepts, explains the research approaches and framework in the paper.Part II introduces the history of the development of private economy in China and the advantage of the federation of industry and commerce to promote private economy, then , focuses on the federation of industry and commerce's role of promoting the private economic development.Part III analyzes both the external environment and internal barriers and its objectives, roles and problem solving as well as the present bottleneck problems in orienting the development of private economy in Minhang district.Part IV suggests from four aspects on how to promote private economic development.
