Study Of Government’s Function On Promoting Development Of Chamber Of Commerce Alliance In Foshan City

Chamber of commerce refers to social groups established legally by merchantswith the purpose of protecting legitimate rights of members as well as promotingprosperity of industry and commerce. It is aimed at promoting enterprise developmentby strengthening inter-firm relations, enhancing communication between business andgovernment, coordinating the interests among enterprises and safeguarding thelegitimate rights and interests of member enterprises.It has been30years since the reform and opening up policy was launched. China’ssocialist market economy has witnessed steady development and made improvementgradually. Under such background, chambers of commerce are playing an increasinglyimportant role, especially in the development of private economy. These tradeassociations have undergone rapid development in providing policy advice,strengthening self-discipline, promoting industry development and safeguarding thelegitimate rights and interests of enterprises. However, due to reasons including thefact that relevant laws and regulations, policies, and management system remain to beimproved and perfected, problems like irrational structures, unapparent effect,non-standard behavior and integration of government administration with enterprisestill exist during its establishment, operation, management and development.In2007, the State Council issued Some Opinions of the General Office of theState Council about Accelerating and Promoting the Reform and Dev elopment of TradeAssociations and Chambers of Commerce (No.36[2007] of the General Office of theState Council). This document has made it clear that it is important to put equalimportance on fostering and development as well as on management and super visionand it is important to coordinate the reform of trade associations with transformation ofgovernment functions. Subsequently, Foshan, Guangdong have introduced laws andregulations corresponding to promote development of industry associations andchambers of commerce, further developed trade associations and chambers ofcommerce.In the face of a new round of economic restructuring, Foshan timely put forward,should give full play to trade associations in industrial transformation and upgrading,and promote the transfer of government functions and the successful facilitation ofservice purchase. General Chamber or Commerce of Foshan City proposed to establishfive associations in charge of different aspects, including credibility, standard, brand, finance, and service. The connection of transformation of government functions withestablishment of trade associations will facilitate the sound and rapid development ofprivate enterprises.In this paper, with development of domestic and foreign chambers of commerceborrowing as a reference, chambers of commerce at Foshan City will be looked throughthe status quo, characteristics and existing problems. In addition, it discussed thesignificance and role of developing trade associations for private economic at FoshanCity, especially discussed the function and the role of the government in furtherdevelopment of the Federation of chambers of Commerce, in order to promote thefunction of the government in development of the Federation of chambers ofCommerce, providing ideas and reference from a view of government for futureimprovement of commerce development in our province industry.
