The Research On The Pattern Of Investment Promotion In Minhang District

During the 30 years of reform and opening-up policy in China, Minhang District of Shanghai Municipality has achieved outstanding performance in economic and social development. Investment promotion is a key driving force to the regional economic development. This paper holds a view that the traditional way of investment promotion, the Government as the mainstay or leading position, did play a vital role in economic development, technical progress and management level improvement in Minhang District. However, as the reform and opening-up policy goes deeper in China and the social market economic system has been improved, a number of negative effects such as excessive indicators, sterotyping, blindness and upward comparison. Therefore, it is necessary for Minhang District Government to change its pattern of investment promotion, to redefine and innovate the Government's role and functions in investment promotion.This paper proposes a government-led pattern of investment promotion, based on Public Management Theory and the actual conditions of Minhang District, aiming to establish an executive and effective government and improve the modern administration level in Minhang District.This paper consists of four parts.Part I introduces research background, objective, theoretical consequences and practical meanings, defines relevant concepts, lists relevant research findings and explains the research approaches and framework in the paper.Part II analyzes the negative points in traditional investment promotion pattern by comparing with current situation and features of investment promotion in Minhang District.Part III introduces a government-led pattern of investment promotion on the base of Public Management Theory, conducts SWOT analysis of Minhang District Government-led pattern of investment promotion, and illustrates specifically policy-led, industry-led and information-led patterns.Part IV designs the role and functions of the government in Government-led pattern as well as the investment promotion policies.
