Study On The Orientation Of Government Investment Functions In Shandong Yucheng High-tech Zone

Since the reform and opening up, because of less investment and quick returns, investment is gradually recognized by the local government, which government departments attach great importance to. Investment has become an important part of regional economic development, effectively promoted the region’s comprehensive strength. At present, the contribution for the city’s tax through new enterprises has become more than 50% in Shandong Yucheng High-tech Zone, which has greatly promoted the economic development of Yucheng. However, many local governments exist some problems in the aspect of attracting investment, some may even be counterproductive to economic development. It can be said that, the government’s right positioning in investment promotion, and how to play its due role, can be very essential to accelerate the healthy development of local economy.This paper takes Shandong Yucheng High-tech Zone as an example, first introduces the notion and importance of investment, then presents the current situation of the local government in attracting investment, which focuses on the analysis of the development environment and the experience in practice. Through the analysis of the offside, dislocation, vacancy problems exist in local government in investment process. Put forward the conclusion that the government should change it’s functions effectively, and pointed out some concrete countermeasures. This article analysize the investment promotion situation in Yucheng High-tech Zone, collect relative date through questionnaire and interview form, point out the existed problems by comparison, dinduction and other methods. The countermeasures put forward in combination with the practical situation of Yucheng can provide reference to other regions in carrying out investment work.
