Management Solution Of Permanent Way Instruments Dynamic Inspection For Passenger-dedicated Line

High efficiency and low-cost permanent way equipment dynamic inspection and maintenance for Passenger Dedicated Lines (PDL) have significance for improving China PDL operation management to world-class. At present, China has entered a critical implementation period of the Medium-long Term Railway Network Planning (version 2008).With the large-scale construction and operation of PDL, it is urgent to determine the management system of permanent way equipment dynamic inspection and maintenance.On the basis of investigating the operation experience of permanent way equipment dynamic inspection and maintenance of advanced high-speed railway countries, such as Japan, France, German, and China existing lines and PDL, system theory and business process reengineering are used to analyze the unsuited aspects of traditional management system for China PDL. According to the features of China PDL technology equipment and transport demand, inspection management system for PDL permanent way equipment is studied, and corresponding recommendations are presented.(1) Presenting innovation system of "management - inspection - maintenance".In the new system, PDL company , infrastructure inspection center and comprehensive maintenance base will be established to be responsible for management, inspection and maintenance respectively. Furthermore, four inspection divisions including Beijing, Shanghai, Wuhan and Guangzhou will be established, and undertake dynamic inspection and data analysis tasks of permanent way equipment in respective regions.(2) Completing the system of inspection/monitoring.By equipping with advanced, reliable, full-functional inspection/ monitoring equipment, running status of permanent way equipment including track, bridge and tunnels can be inspected and monitored comprehensively and in time by use of dynamic inspection and static inspection, and equipment defects and security risk can be detected and handled in time.(3) Building distributed information system of PDL permanent way equipments inspection management.The system will implement the permanent way inspection/monitoring mechanism of comprehensive inspection - analyzing and evaluating - maintenance decision-making. By combining with the management information system of permanent way(PWMIS), a comprehensive management information system of PDL permanent way , which includes equipment inspection, maintenance and asset management, will be build.
