Eco-economics theory was first raised by western developed countries in 60's last century advocating the continuous development of ecosystem,economics and society harmonics. It s notifies the human beings to pay attention to balance of the ecosystem,to protect the environment,to rationalize the resources. There has been good harmony between human beings and nature,environment and development before the industrial evolution. Civilization was accelerated quickly after the industrial revolution triggered by the invention of steam engine. The development mode featured by industrialization has pushed many countries to pursue the economics increase by undermining the natural resources and ecosystem, resulting the damage to the planet and the depravation of the ecosystem. It has worsen the relationship between human being and environment and threaten the continuous development the next generation. The tension between human being and nature is challenging the traditional development mode,which forms the background the eco-economics theory.China has achieved a great economic success since it foundation,particularly for the reform and open period. However,severe environment problem and ecosystem emerged as well during the industrialization and civilization. The eco-economic theory was introduced to China in 80's of 20 century,since then it was recognized quickly by Chinese government and the society. To keep the economic increase and the society development while maintaining the benign circle of ecosystem is a unavoidable trend for China. The objective and task of the industry policy is the complete and continuous development with scientific development concept to guide the Chinese economics.The principle of the thesis is to explore the implementation of the basic idea of eco-economic theory in the future adjustment and development of Chinese industrial policy under the guidance of scientific development; to scheme the industrial policy with the eco-economic theory. The ultimate objective is to encircle the industry development,or even the economic system and ecosystem in a benign cycle, resulting the continuous development mode of ecosystem,economic and society. The novelty of the thesis lies in the combination of essentials of eco-economics system and scientific development,which stems from the Chinese current conditions and rationalizes the Chinese industrial policy guidance. This project has a significant effect on the healthy,continuous and effective development of Chinese economic and the enhancement of comprehensive national strength.To scenario the industrial policy guidance rationally with eco-economics theory,the first step is to master its concept and peripherals. In the 1^st chapter, a tutorial is given about the form and the development of the eco-economics theory abroad in domestic by using summing up methodology. A brief follows about the basics of eco-economics theory and its characteristics in different development stages by using analysis methodology. Moreover,the raise of eco-economics theory,the definition of eco-economics theory; the reason of the forming of the eco-economics theory,the objective and task of the eco-economics theory were also addressed in the 1^st chapter.Reviews about the main industry policy were given in chapter 3 by using summing up and analysis methodology as the rational scheme of the direction of the industrial policy must be based on the impersonal evaluation of the experiences and lessons of foreign industrial policy. The impersonal evaluation of the effects on the national economic of different period's industrial policy, particularly the combination with the eco-economics theory,whatever positive or negative, is a valuable historical experience. On the other hand,the eco-economics theory and the continuous development conception which was first initialized and formed in western countries was later introduced to china and applied to the national economic develop practice, resulting good performance. It reminds the valuable points of learning the experiences of how developed countries used the eco-economics theory on the adjustment of their industrial policy.In 2^nd chapter,details about how the developed countries had used the eco-economics theory on the adjustment of their industrial policy,how they had explored the new approaches of economic increment were described. Valuable experiences were summarized which is useful for our future national industrial policy adjustment. Finally,based on the expansion and detailed description of previous chapters, the rational scheme on the Chinese industry policy guidance was presented by using the differentiation research methodology. It includes the essentials of the eco-economics theory and scientific development guidance. The chapter reflects the central point and the novelty,echoing the core of the thesis.
