Scientific Development View About The Sustainable Development Of Sichuan's Power Consumption Industry

In recent years, there is a great controversy about the development of the power consumption industry and the negative attitude towards the development become main stream. But, its products occupy an indispensable place in the allocation of the market resources. Because of the economic backwardness, it is very essential for Sichuan to concentrate on the development of the power consumption industry for capital accumulation.Because of future hydropower surplus, develop the Industrial model of "Water-Hydropower-products of the power consumption industry" is the effective way to enhance the development of competitiveness and risk-resistance capability and good for Sichuan's economic development. In connection with Sichuan's current situation, we should combine the resources development and enriching the people to spur the development of local industries, and to enhance ourselves-development capacity.But, We must pay attention to the "11th Five-Year Plan" in reducing emissions of energy-saving requirements, as well as the problems that traditional power consumption industry usually accompanied by the high energy consumption and pollution. So we must based on the Scientific Concept of Development, to deal with these problems by the development of high technology and rationally adjust the industrial policies.So, how to settle the contradiction of state policy restrictions and the Sichuan's Practical needs; how to handle the Can't Do of Sichuan which under the Existing hydropower development and electric power supply system; how to solve the contradiction of 'large power consumption' and 'high pollution' in the traditional power consumption industry is the difficulty of this thesis.The essence of Scientific Concept of Development is achieving better and faster economic and social development. So, using the Concept of Scientific Development to guide the healthy development of power consumption industry is very imperative.The first of Scientific Concept of Development is the essence of development. Without it the Scientific Concept of Development can not be itself. Through research of this thesis, we can not blindly negative the power consumption industry. Because it also have high technology, it also can be high-tech transformed, it surely can have its sustainable development by the promotion of high technology and industrial policies.This thesis on the basis of the study results of the Scientific Concept of Development, Sustainable Development Theory, Circular Economic Theory and STS Theory, investigate the relationship of the Scientific Concept of Development and the sustainable development of Sichuan's power consumption industry, using the Scientific Concept of Development view to guide it out from the ecological plight. This paper focuses on and solved the problem that how to treat the conflict of the power consumption industry's development.At present, there are many domestic scholars' researches and achievements on this subject that is very useful for the development of power consumption industry in the western region. But they are not enough for Sichuan's situation. Not explicitly specified direction and provide measures about the healthy development of power consumption industry in Sichuan.So, based on the related research results, this thesis studied the relationship about the Scientific Concept of Development and the sustainable development of Sichuan's power consumption industry. For guiding it went out of the ecological predicament. This thesis based on Sichuan's future hydropower surplus situation, redefined the concept of power consumption industry. This thesis aimed at the policy reforms and technological improvements, made a number of constructive ideas, had its feasibilities.This thesis try to find the necessity about the development of the power consumption industry and try to solve the defects of the traditional industries. Within the guide of the Scientific Concept of Development and Sustainable Development Theory this thesis having strong theoretical and practical nature.But, because of the time and space constraints, knowledge and information lacking, this thesis is still weak and inadequate in some areas. I hope my own immature views in this thesis can leads to other better views, in order to help the sustainable development of Sichuan's power consumption industry.
