A Research On The Industrial Development Of Predicament And Counter Strategy In Mentougou Mountainous Area

The development of mountain areas is a worldwide problem. In China, the economical and social developing of mountain areas was relatively backward compare to plate and city areas, which leads to the regional development gaps is getting more and more enormous, and, seriously impacted on the harmonization of national development. To concern the development of mountain areas and to increase social equity have become the focus of the national regional policy in new era. The regional industries is the core factor which determinate the direction and the speed of the whole economic system in mountain areas, and so, which is significant to promote the economic scale constantly expanding, and to help people living in the mountain areas shake off poverty as soon as possible.The Mentougou District, located in the western of Beijing mountain areas, which belong to the edge field of the city, is the only"pure"mountain areas in Beijing City. The district,98.5% of which are mountain areas, is known of its nunerous mountains, steep slopes and sparse plains.At present stage, the main problems in this mountain area are relatively lower industrial developing level, traditional industrial structure, and irrational industry spatial arrangement. Especially, as the dominant resource industry gradually shutting down, the economical income and employment of peasants faced with severe predicament. Therefore, it is imminent to study the present industrial situation and characteristics, determine the industrial structure according to the regional economic development objectives, and strengthen the development of alternative industry.Took Mentougou District as the case study area, based on the public management theories, the regional economics theories, the industrial development theories and previous researches, this article systematically studied the industrial development in mountainous area. The achievements include: objectively analyzed the present state, the predicament and the overall strategy of the industries of Mentougou District in this transition period. Wholly, the strategy is mainly key in the industrial structure optimization and the industrial spatial arrangement adjusting. After research above, the developing direction, and priorities of the industry of Mentougou District was put forward, and countermeasures include ecological construction, infrastructure construction, human resources development, small towns construction, and traditional ideas changing were proposed. This dissertation has clearly proposed the solutions to solve the predicament of industrial development in mountain areas. First of all, it is sensible to strive to nurture the endogenous growth mechanism, and to enhance the core competitiveness and self-sustained growth ability of the region; second, it is necessary to make use of exogenous growth mechanism actively, in order to make the central plain area play radiative effects on the mountain areas in the edge region and to promote the rapid development of the mountain industry; third, it is significant to create proper outside-conditions as support and protection, to promote the sustainable development of the mountain industry. By the research results above, this article could support reference and basis to regional industrial structure optimization, the substituted industry choice and key industries developing for Mentougou District, as well as, could support theory and practice experience for other mountain areas developing.
