During the Anti-Japanese period, members of the People's Political Council made a number of fiscal and economic opinions for the situation and problems, which are mainly reflected in their proposals and made great contribution to improving fiscal and economic policies for the National Governmen, mobilizing national manpower and material resources to fight against the Japanese and ensuring the final resistance victory. The proposals concerned fiscal and economic policies and operations then, involving the problems about finance, banking, industrial and mining enterprises, agricultural production, transportation, commodity, trade, economic warfare against the enemy and so on. It also reflected the prominent problems which included weak implementation and serious harassment. Based on the analyze of the proposals, we can find each pary's economic stand that they actively supported the National Government's economic policy, at the same time they suggested, even criticized the government for improving and criticising.As an significant section in the proposals'system in the People's Political Council during the Anti-Japanese period, the study about fiscal and economic proposals' content and impact would be of great value to enriching the study of the People's Political Council and the Economic History during the Anti-Japanese period.This article consists of five parts, which are outlined as follows. The first part is an introduction outlining the origins and significance of the topic, its current research, research routes and methods, research emphasis and difficulties. The second part describes in detail about the background of those fiiscal and economic proposals, the number of the proposals and the presenters, including their partisan background, experience and educational status.The third part stresses on the five fiscal and economic problems, which are the most concern to the members of the People's Political Council:how to consolidate finance and banking, increasing the Anti-Japanese force; how to develop industry, agriculture and strengthen the Anti-Japanese base; how to stabilize commodity and ensure the supply for military and civil needs; how to get through the whole state traffic lines and develop resources in rear area; how to enhance the internal and external trade controls and presist in the economic warfare against the enemy. The forth part analyses the general economic situation and prominent problems during the Anti-Japanese period. The fifth part summrizes economic claim of each party, based on the analyze of fiscal and economic proposals raised in the People's Political Council. The sixth part is an systematic study about the implement and influence of the fiscal and economic proposals. The seventh part makes an conclusion which summarizes and sublimates the significance of studying the fiscal and economic proposals raised in the People's Political Council.
