With the demands of scientification and democratization in management, management decentralization arises at the historic moment. In the specific implementation process of management decentralization, the boundary and boundary analysis provide good tools and methods for managers in the effective management decentralization.Generally speaking, the boundary refers to a stable man-made order to achieve the purposes of management, and it has the attributes of restriction and adjustment. The attribute of restriction emphasizes on ending here, and to realize that, it emphasizes playing function of control and supervision in management. The attribute of adjustment stesses beginning here, and to realize that, it emphasizes playing function of coordination and communication in management. At the same time, the boundary is not rigid, but an osmotic diaphragm, and it has multilayer structures. As far as management be concerned, the bordary makes clear places of management decentralization and it shapes the behaviors of the organizational members.The key of management decentralization lies in the demarcation of boundary and makes explicitly relations among the power, responsibility and interest. The boundary demarcation of management decentralization experienced a process, and the demarcation of power boundary experienced from scratch, from the fuzzy to clear. The process of management decentralization is also the process of establishing boundary and the boundary occupies an important position and role in the management decentralization. However, in the actual process of management decentralization, boundary problems exist in many organizations, such as boundary demarcation unclear, boundary demarcation disequilibrium, boundary demarcation uncomplete and boundary demarcation untimely.To solve these problems, boundary consciousness and boundary thinking need to be cultivated. Starting from the boundary, managers should demarcate the management powers reasonably using boundary analysis method to achieve the best configuration state of management powers. Only making clear and solving the problems of boundary demarcation, are there no obstacles in the effective implementation of the management decentralization and enhance the scientification and effectiveness in management.In so far as contents specificly, the article includes mainly the following parts:The first part, the boundary and boundary analysis. Explaining the specific meaning of the boundary, and summarizing systemly five boundary analysis methods.The second part, the management decentralization and boundary of the organizational evolution. Introduing and analyzing the management decentralization and boundary of the organizational evolution from three aspects:the boundary evolution of the top government, the boundary evolution of the top enterprise and the boundary evolution of individual enterprise in the process of growth.The third part, the status and function of the boundary in the management decentralization. Showing specially in the following aspects:the problem of management decentralization is essentially boundary problem. Boundary provides an effective tool for management decentralization. The core meaning of management decentralization lies in the demarcation of power boundary, and make explicitly relations among the power, responsibility and interest.The fourth part, the boundary problems in the process of management decentralization. Including mainly four aspects:boundary demarcation unclear, boundary demarcation disequilibrium, boundary demarcation uncomplete and boundary demarcation untimely in the process of management decentralization, etc.The fifth part, the boundary:the path analysis of improved the management decentralization. From the perspective of boundary, the pathes are proposed to improve the management decentralization:to cultivate boundary consciousness and boundary thinking; to tessellate and optimize the boundary during the process of management decentralization; to determine the efficiency boundary in the process of management decentralization; to determine the ability boundary in the process of management decentralization, and do the management decentralization well according to the changes of boundary development stages timely.
