There has always been concern and controversy on Beijing taxi industry: on the one hand,it brought great convenience to the public and made rapid development to the taxi industry;on the other hand, the taxi industry policy and entrance regulation also raised a great deal of controversy.Because of the entry regulation, the profits between the government, taxi companies and taxi drivers is not well distributed.Obtaining monopoly interests of the taxi enterprises leads a strong resentment among taxi drivers. Based on the theory of governmental regulation ,I systematically studied the taxi industry and reform ways. Details are as follows:The text is evolved in 5 chapters. Chapter one introduce basic concepts and theories.Chapter two study the specific entry regulation practices, including history of entry regulation and the content, expectations of it. Chapter three analyze entry regulation on all stakeholders.Chapter four study the reasons for the failure policy. Chapter five try to find the reform strategy for Beijing Taxi Industry. The last chapter give a brief summary.By the above analysis,I think entry regulation of Beijing taxi industry is invalided. The reason, firstly,is that entry regulation policy is unlawful and unreasonable;secondly is the government did not rationally divide the scope of itself and the market on the industry. The result is the interest lost of the country, government, consumers and taxi drivers.By learning of the taxi management experience from other countries and regions, regulating the government power, establishing a long-term supervision mechanism, clearing property rights and other series of measures, through effective reform strategy of entry regulation and building a more perfective management system,we can change the current pattern of distribution of the interest and achieve the target of public interest.
