Research On Government Regulation In Nanjing Taxi Industry

Since reforming and opening-up policy, with the rapid development of economy and the continuous improvement of people's living standard, the proportion of taxi traffic to urban passenger traffic is greater and greater, taxi has become important part of urban transportation system in Nanjing. But with the development of taxi industry, more and more problems also appear. The taxi industry government regulation has turned into a social focused attention and one obsession to government work. Basing on the government regulation theory, the author analyzes the problems existing in Nanjing taxi government regulation by means of theoretical analysis and demonstration. Finally, he makes constructive suggestions, which will offer reference for the relevant government department.Firstly, this article reviews and summarizes the current situation of the taxi industry regulation at home and abroad; explains in details the government regulation's content and sorts; introduces the four phases of regulation theories, which are public interest theory of regulation, capture theory of regulation, relax theory of regulation and incentive theory of regulation; demonstrates the necessity of government regulation on the taxi industry. Secondly, the author expounds four features, operating modes of the taxi industry; explains three aspects of this industry regulation, namely entry regulation, fare regulation and service quality regulation. Subsequently, this article summarizes the developing course of Nanjing taxi industry regulation and points out several problems.At last, this article makes corresponding suggestions about how to carry out entry regulation, fare regulation, service quality regulation. Concretely speaking, the author forecasts Nanjing taxi quantity by building up plural linear regression model and suggests sending out transportation certification by paying great attention to bidders'qualification and service quality; puts forward a specific project adjusting Nanjing taxi price and verifies its feasibility; draws some useful experience from internal and external taxi industry service quality regulation and combines Nanjing's practical condition to raise corresponding advice.
