The interaction between Foreign Direct Investment (FDI) and industrial clusters is complex. This paper innovatively introduces a "bottom-up" and "top-down" research idea, using Complex Adaptive Systems (CAS) theory and Agent-based Computational Economics (ACE) study results, combines with domestic and foreign scholars' research theory to build a general interaction model between them, and then uses a CAS-based multi-agent computer simulation software tool-Swarm to simulate the interaction between FDI and Chinese industrial clusters.Firstly, this paper summarized the shortcomings of resent research on the interaction between FDI and industrial clusters, fully discussed the applicability of using CAS theory, ACE modeling and Swarm simulation to do the same research. Secondly, after some empirical analysis of Chinese FDI and industrial clusters, this paper clearly defined FDI and Chinese high-tech industrial clusters as the main objects of this Swarm simulation, and then deeply analyzed the mechanism of the interaction between them, pointing out that the core mechanism of FDI's effect on Chinese high-tech industrial clusters is formed by FDI technology spillover and cluster innovation networks, while Chinese high-tech industrial clusters affects FDI's location choice by their clustering effect and industry correlation. Tirdly, this paper focused on designing two concept models and two Swarm simulation models to analyze the interaction between FDI and Chinese high-tech industrial clusters. The results showed that:FDI and Chinese high-tech industrial clusters interact and evolve with each other, forming a virtuous cycle of cumulative causation mechanism.Finally, this Swarm-based simulation reached similar but dynamic, quantitative, adjustable results compared to traditional methods, it can help to promote complexity research on the interaction between FDI and industrial clusters.
