CNR Changchun Railway Vehicles Co., Ltd. (CRC) is a shareholdingenterprise registered in March 2002, Which is invested by China CNR Corporation Limited, capitalizing their excellent assets of original Changchun Car Company. Itspredecessor of CRC, Changchun Car Company was one of the 156 key construction projects in the period of"First Five-Year-Plan"in China. The core business of CRC is rolling stock industry including the manufacturing of Mainline Passenger Coaches, High-speed EMU, Urban Mass Transits and Magnetic Levitation Vehicles. Over the past decades, CRC has become the largest R& D center, manufacture and export base of rolling stock industry in China. The production plant capacity has a per annum rate of accommodating the design and construction for various roling stock car types, e.g. 500 cars of Mainline Passenger Coaches, 800 cars of EMU and 800 cars of Urban Mass Transit, etc. Up to now, CRC has delivered more than 28,000 cars in various types of Mainline Passenger Vehicles, which equates to 50% market share of passenger train production and mainline service vehicles in China. For Urban Mass Transit Transit production, CRC has won orders over 5,000 cars, which dominates over 60% market share of Urban Mass Transit vehicles produced in China.In the earlier 1972, CRC has exported 112 metros to Pyongyang, Korea. After that, from 1996 to 2006, CRC exported double deckers to Iran, broad-gauge coaches to Pakistan, bogies to Iraq and metros to Iran. The exporting market focused on the Middle East developing countries. The types of exporting coaches are simple and mature double deckers and metros. From 2007, the exporting market has changed deeply. CRC has signed contract with Australia, Hongkong, Tailand, Saudi Arabia and Brazil, etc. The types of exporting coaches have changed from simple coaches and metros to complicated EMU and metros. At the same time, developed countries appear in the exporting countries. Till now, CRC manufactured coaches and metros have exported to Iran, Iraq, Pakistan, Bangladesh, Sri Lanka, Australia, Hong Kong, Thailand and Brazil, etc.The company has recruited over 10000 employees. CRC has continuously been one of the top 500 industry enterprises in China since 1988. With a mission to achieve from importing and learning advanced technology and re-innovation, CRCRC is making efforts to build himself a leading"brand name"of rolling stock industry in China, and endeavors to develop into a first class manufacturer of rolling stocks in the world.However, facing the more competitive international market, in order to leave well, CRC should try its best to execute the current exporting contract perfectly. The important point in the exporting contract is the delivery schedule. How to ensure the exporting coaches delivered on time? I think the only way to solve this problem is using project management.This paper described the definition of project management, programme management, and CRC brief introduction and exporting market introduction. At the same time, introducing the history, current situation, problem and its reason. Discussed in details the application of programme management in CRC, and relative measure according to the current problem.In this paper, using basic concept, principle and measures of project management and programme management, according to more and more exporting contracts in CRC, the realism of more contracts putting into production at same time has appeared. How to solve the problem? The author suggests that increase the rights of project manager and perfect the department working flow. Using the principle of organization behavior technology to achieve objective of organization, such as spiriting up, attitude form, conflict, job design and job pressure, in order to make project manager execute function including supervision, management and control well and perform exporting contract successfully.Recently, CRC is aiming to perfect the rights and responsibilities of project manager gradually. Through flow management improve commanding strength of project manager. Try its best to improve the programme management level, and to achieve its function actually.
