As for the fierce competition in the market are making frequent multi-project environment. However, the resources are limited, and conflicts for more resources between projects are inevitable. In project scheduling, PERT/CPM is one of most important technologies, but with the development of project management, PERT/CPM cannot meet the needs of project management.1970s of the 20th century, Dr.Eli Goldrat brought forward Theory of Constraints (TOC), and applied it to productions. The application of TOC in Project Management is entitled as Critical Chain Project Management (CCPM). In which we manage and control a project by Critical Chain.In most of literatures, the discussions and research about CCPM are limited to concept levels, and few researches have been done into application.After much empirical work ,we observe typical discrete manufacturing moulding production be characteristic of small lot,concurrent,dynamic, Be Jiangling moulding plant as the background, Based on TOC and the recent project scheduling technologies, we regard multiple projects as a system, the critical chain as Bottle Neck of this system, and by controlling this Bottle Neck we manage the project.Applying two-point estimation to get procedure time and using the root square error method to identify buffer size.and Applying Project 2003 to realize multiple project management based on Critical Chain.It proved CCPM is good for Multi-project Management in practice.At last we do some research in buffer management, which is control management of project based on TOC, by which we extend the application of TOC.Multi-project Management Based on Critical Chain is a new research field in Project Management, and it has promising application in practice in future. It makes senses to some extent for reference and introduction to the enterprises that are doing multi-project management.
