Dong Guan has the earliest developed IT industry clusters. It derives from carrying on international industry migration, using foreign capital as engine, and embedding the global value chain of IT industry. Nowadays, it becomes the first industry clusters in Dong Guan, what is more, Dong Guan becomes one of the most important place where electronic products produced, and it has been as a key connection of the global electronic industry. Blending into the global value chain will promote the development of the local industry clusters on the one hand; on the other hand, it brings huge pressure.Therefore, since2006, Dong Guan has begun to carry out the strategies of transformation of both economy and society. During this period of time, IT industry has achieved "process upgrading", "product upgrading", moreover, "function upgrading" has began to develop. However, on the condition of relying on foreign capital seriously, the effort of expanding local value chain has always been locked up by the technology monopoly and network control. As a result, the IT industry in Dong Guan cannot achieve the upgrade goal only depending on foreign companies. From the successful experience in Japan, South Korea and Taiwan Province, the key factor is to bring up local companies which can become top ones all around the world. At the same time, Dong Guan can apply new technology such as "new flat display equipment, new energy, new light source, new communication equipment, and software exploit" to span its development to another value chain which can be more valuable. Thereby, it can reform and plan new industry domain, formulate new strategies in IT industry, and draw up plans and policies of the IT industry. Finally, Dong Guan can ensure its principal place during the new develop cycle in China.
