Research Into Performance Audit In Public Investment Projects

Accounting for the high percentage of the whole public expenditure, public investment projects have been playing a key role during the development of social economy in China. Public investment items include not only the public work projects, but also the special capital projects, such as science and technology, medical treatment and sanitation. As the basic principle of performance audit in public investment item is also suitable for performance audit in other special capital projects, thorough and systematical research into performance audit in public investment projects also has an important reference to other projects'performance audit work.Regardless of theory and practice, how to strengthen audit supervision of public investment projects and thus ensure the economy, efficiency and effect of public resources usage is a important topic which government performance audit work must study and explore. Implementing performance audit in public investment projects means the promotion of investment audit level, the expansion of audit connotation and the inevitable trend of investment audit development.With perfecting the theoretical framework of performance audit in public investment projects as the entry point, the initially exploring theory research into performance audit of public investment projects has achieved some theoretical achievements, but most of them are more fragmented, less deep and do not form systematical and complete theory framework. And this paper builds the evaluation standard of performance audit in public investment projects, establishes comprehensively the key indicators database of performance evaluation in public investment, designs the whole framework of evaluation system and gives the path to improve evaluation system. Finally, concerning the problems faced with the practical field, we will put forward the corresponding countermeasures and wish that this will bring some help to performance audit of public investment projects.By using mainly the standardized analysis and spreading layer by layer, this research will establish the theoretical system of performance audit in public investment projects.This paper's points of innovation are as followed:Firstly, this paper will the public entrusted economic responsibility theory, the external effect theory, the effective supply theory and the public product theory to performance audit and regard it as theoretical support. Thirdly, from the perspective of guiding practice, this paper establishes comprehensively the key indicators database of performance evaluation in public investment designs the whole framework of evaluation system and gives the path to improve evaluation system. This is rare in the goal research area of performance audit and will enrich the applied research content of the public investment project performance. This research's deficiencies consist in the following aspects, namely, the construction of evaluating indicator system's base framework bone's limits in the generalized public investment project and this paper does not classify industry and category to carry on the refinement, and so these things will also the prime task of following research.
