In recent years, tourism industry has been developing deeply, pursuing a model of high quality and benefit. Improving the industrial quality to construct a powerful traveling nation becomes an urgent matter. As the backbone of tourism industry, the travel agency industry has got great achievement through several dozens years'development. However, the overall complexion of "small, dispersive, weak, bad" has not been changed fundamentally. The problems of product homogenization, price war, hitchhike phenomenon in product innovation, asymmetry information in product market, moral hazard and the reverse choice, low quantity and quality of professional personnel, cause the overall quality of travel agency industry to be low. The foreign capital travel agency and network travel business agent enter into travel agency market on a large scale, making the market competition more intensive, and cause the China Travel Service Industry to develop stiffly. Through the promotion of overall industry quality to enhance travel agency's core competitiveness, is the basic safeguard for travel agency industry to stand in intense market competition.In the era of knowledge economy, human capital has already become the most important resources and the guarantee in the advance in technology and social development. The competition in economy and technology displays for the human resources especially for human capital competition finally. The travel agency belongs to the service industry of intelligence and talented person intensity, all its services need human to complete, human capital is the most pivotal and core factor. The promotion of travel agency industrial quality must depend upon the human capital heavily. Based on the study of the relationship between human capital and travel agency industrial quality, this article points out that human capital is the key factor to the promotion of travel agency industrial quality.First, on the foundation of combing the domestic and foreign related literature, defines the travel agency industrial quality and human capital separately, analyses their respective structure composition, discovers the relation between travel agency human capital and industrial quality, establishes the interaction development model.Next, take Zhejiang Province as an example, through the analysis to annual inspection data of Zhejiang travel agency, as well as the questionnaire interview investigation, confirms that human capital is the key factor to promote the industrial quality of travel agency. And through the contrastive analysis to the travel agencies of Zhejiang Province and Guangdong Province, illustrates further the relations between human capital and travel agency industrial quality.Finally, carries on the summary of human capital problems of travel agency in Zhejiang Province, proposes some strategies to promote the enhancement of human capital, namely:transform ideological concept, set up the view of "the talented person standard"; unit product, study and grinds, innovate the human capital accumulation system; innovate management system, reform human capital disposition system.Human capital is not the only factor that promotes the travel agency industrial quality, but is really the most essential factor. The promotion of travel agency industrial quality must take the human capital as the most crucial factor and increases the human capital investment.
