With China's reform and opening up, and the constant development of the market economy, small and medium-sized enterprises (SMEs) have achieved rapid development for decades in quality and quantity. In the development of national economy, SMEs play an important role whether in the social value creation, or providing financial revenue, increasing in employment and realizing the technology innovation aspects. By the end of September 2009, the quantity of SMEs reaches to 1023.1 million; the SMEs create 60 per cent of GDP, pay about 50% tax revenue and offer nearly 80 percent of urban jobs. However, for the restrictions of size, capital and technology, the development of the SMEs have difficulty in the fierce competition. The sustainable and stable development of small and medium-sized enterprises is restricted by some problem, such as fund raising, human resources quality, advanced technology and innovation. The government gives policy supports, to solve the above problems of SMEs.Based on the existing problems and theory of SMEs development, using comparison and standard research methods, from various stages of SMEs development and related policy formulation and adjustment, the article systematically analyzes and studies the SMEs dilemmas and the existing defects of national policies, and draw lessons from foreign support policies in the development of small and medium-sized enterprises, and explore the policy suggestions for the further sustainable and stable development of SMEs.The article is divided into five parts. The first part describes the research purpose and meaning of SMEs development policy. Through summarizing the domestic and foreign literatures, this paper puts forward the research content and framework. The second part defines the SMEs clearly. From the perspective of economics, the paper analyzes the necessity of the SMEs existence and government support. And the paper expatiates the status and the role of SMEs in China's national economy development. The third part comprehensively elaborates two aspects content, the one is the SMEs development history, and the other is the establishment of related policies and the adjustment process. The article systematically analyzes and studies the SMEs dilemmas and the existing defects of national policies. The fourth part obtains helpful enlightenment of the SMEs'support policies, through comparatively studying the abroad SMEs preferential policies. The fifth part bases on the experience of foreign support policies, and combines the actual situation of the SMEs preferential policies, For the further promotion of the SMEs'steady development, the paper puts forward the policy suggestions from legislation, tax revenue, financing, service system, technology innovation, SMEs clusters etc. |
