The Study On The Reform Of Certified Public Valuer Examination System

Since the Certified Public Valuer (CPV) examination system of our country established in1995, we have hold 13 times examinations up to now. It trained and chose so many excellent staff and make positive effort for regulating value market and safeguarding the public interest. In recent years, China's social and economy developed rapidly, the course of global incorporation accelerated, our economy increased integration with the international market. This new changes of economic situation provide a wide space for appraisal industry. The range of the assets appraise services based traditional business, for example, single asset, enterprise value, encumbrance, auction, lawsuit, and has expand continuously to public property management, transformation of intellectual property right, M&A, forest resources property appraise and so forth. This requires strengthening the CPV's continuous education, and in the same time reforming the CPV examination system, improving examination policy and examination content and form. We should substantial the new changes of practice environment in content for providing guidelines to bring up appraisal industry staff that fit in with the needs of new economic situation.This thesis comprehensively summarized the development history of CPV examination in China, and carried out the reform of the CPV's examination system on the basis of the examination design theory and the frame of executive capabilities of the CPV. According to the CPV's registration information, this thesis made aggregate analysis and structural analysis on the CPV's scale, distribution, educational background and discipline. According to annual examination data provided by Chinese Appraisal Society examination part, we made statistical analysis in the operational state of the CPV examination, and summarized the regulation that how examination policy effect the examination. This thesis distributed many questionnaires to correlative personage on the government sectors, appraisal societies, appraisal institutions, universities and colleges, enterprises to investigate their opinion on the CPV examination and the reform. Analyzing and comparing the CPV examination in abroad, for example the US, UN, Australia, Japan, Korea, and domestic correlative examination, such as CPA examination, land valuer examination, real estate valuer examination, can give a example to the reform of CPV examination. Finally, according to the above analyzed result, reaching the reform scheme of CPV examination, suggested dividing the examination to two parts, and designed two scheme for the second part for the near target and far target. On the course of carrying out, I designed the transition system, and advanced corresponding supporting measures, push on the CPV examination reform's step.
