The Study Of Evaluation System Under BOQ Pricing Model

Bid-evaluating in the construction project is a complicated system engineering, it is the key to decide whether a bid and tender is successful or not. The model of Constructional BOQ has been implemented in our country, constitute an appropriate evaluation method has important practical significance. At present, China's practice is primarily used by the lowest evaluated bid price method, estimating the bid lower than the individual cost of enterprises or not is the key of the method of lowest evaluated bid price. However, the individual cost of enterprises are impacted by too many factors, it's very difficult to worn out the result in little time. Technical and commercial bid are mostly split in evaluation method, which can't combine the technical solutions with project quotation perfectly and without scientificance. In order to solve the two issues, this paper does some research to the estimating individual cost of enterprises. Through practical analysis of the status of domestic research, based on previous studies, the author bring forward the ways which establish "reasonable interval" and combine technical with commercial bid to improve the bid-evaluation method, put forward a "reasonable interval-gray theory" evaluation model under BOQ pricing model.First, this paper introduce and analyze the studies of evaluation model's applications and lowest evaluated bid price through the form of literature review, afterward, analyze the current evaluation system problems and evaluation methods, then construct a kind of new evaluation system under the model of BOQ and evaluation model for evaluation pecking order based on AHP-gray theory evaluation model, put forward a "reasonable interval" model and pumping to define a comprehensive unit assessment method by analyzing the current cost estimation methods. Finally, and use a case to prove the correctness of the evaluation model. Analyze the lowest bid method by information economics ways and summary the mechanism designs how the low bidder have the project price than no less then cost and complete the project construction under good quality, as well as propose to make measures to ensure a reasonable low-cost evaluation method.
