Along with the development of highway construction market of China,the bill valuation mode has been applied in tendering and bidding, which is popular in the international construction projects;and the cost management of highway construction project has become more arduous.In the conventional ration valuation mode,the cost management of highway construction project couldn't effectively promote the activity of reducing project cost in construction enterprise at present,so couldn't achieve the goal of controlling project cost;and couldn't really reflect the market price of highway construction project either because of implementing the cost management method of contrast between construction budget and construction drawing-budget.After implementing bill valuation mode, the cost management of highway construction project should fit it and implement the cost management method of contrast between construction budget and bill of quantities quotation.This is also an inevitable outcome of reforming cost management of highway project.Firstly ,this article makes a systematic analysis about the present situation of cost management of highway project in China,and summarizes some problems. In the light of impacts bill valuation mode made on the cost management of highway construction project and indispensability of applying bill of quantities quotation to project cost management,this article offers a method of making construction budget according to bill of quantities items to solve the present problems of cost management and really connect bill of quantities with project cost management.Secondly,through making a detailed comparison between construction budget and bill of quantities quotation, this article sums up differences and similarities in item division and item composition,compilation method and cost management.According to their relationship, the method and steps of compiling construction budget are thoroughly elaborated.Finally,on the base of compiling constructi on budget,project cost plan is further made and specific cost management work is carried on.
