Research On Evaluation Model Of Regional Patent Competitiveness Taking 17 Cities Of Shandong Province For Example

Intellectual property is the most active factors of regional economic development. Regional patent competitiveness evaluation is very important for regional patent system construction and economic development. Under the environment of formulation and implementation of intellectual property strategy in our country, each district should make full use of the mean by reasonable patent competitiveness evaluation work, find the weak link of regional economic development and provide powerful guarantee for conversion of regional economic development pattern and industrial structure optimization.The paper researches about regional patent competitiveness evaluation. Based on the analysis of research results of domestic and foreign patent competitiveness evaluation, it analyzes connotation of patent competitiveness in three aspects including competition strength, competition potential and competition environment. Following the principle of constructing evaluation model, the paper enriches and perfect original evaluation index system, and establishes index system for regional patent competitiveness evaluation, and chooses factor analysis method from a variety of multivariate statistical analysis methods to construct regional patent competitiveness evaluation model. By regional evaluation index system and model, the paper takes seventeen cities of Shandong province for example, evaluating each patent competitiveness by single index evaluation and comprehensive evaluation, then validated by clustering analysis. The conclusion shows that results of two methods have no differences, which is that Jinan and Qingdao is higher than other regions. It analyzes reasons of less patent competitiveness of some regions, and gives rational improvement suggestion of patent work. The paper analyzes regional patent restriction factors such as region GDP, industrial structure, IPR education. Finally, based on actual patent work in various areas, the paper analyzes reasons of patent competitiveness, further reiterates the importance of patent competitiveness evaluation work, and proposes that to intensify IPR popularization, improve the quality of patent, optimize scientific research evaluation and incentive mechanism, encourage production-study-research cooperation, strengthen IPR talents cultivation, promote foreign patent application, make full use of invalid patent, guide local characteristic formulation and implementation of intellectual property strategy to promote regional patent competitiveness of Shandong province.
