Research On Patent Strategy Of Jiangsu Province Based On Patent Quality Orientation

In June 2008,China formulated and implemented the Outline of the National Intellectual Property Strategy,which makes it clear that it is necessary to build our country into a high-level intellectual property country by 2020,and to enhance its ability to create,utilize and protect and manage intellectual property.Patent,as the key factor and resource of sustainable economic development,has a direct impact on the scientific and technological innovation ability and market vitality of the country and region,while the control of patent quality and the formulation and implementation of patent strategy have a direct impact on the economic and social development level of a country and region.Jiangsu Province,as a major province of science,technology and economy in our country,has been developing its own intellectual property rights for a long time.and become China's intellectual property model province.However,compared with the sharp increase of patent quantity,the patent quality of Jiangsu province still needs to be improved,and the limitation of patent quality level also restricts the implementation of patent strategy in Jiangsu province to some extent.Accordingly,how to transition from the big province of intellectual property to the strong province of intellectual property has also become the key goal of the current patent strategy of Jiangsu Province.Based on this,this paper takes Jiangsu Province as an example to carry out an in-depth study on the patent strategy based on patent quality in Jiangsu Province.Firstly,the thesis summarizes and analyzes the existing research results on patent quality and patent strategy at home and abroad,and determines the research contents and ideas.Then,it elaborates and analyzes the relevant concepts and theories of patent quality and patent strategy.On this basis,it evaluates the patent quality of jiangsu province by constructing the patent quality evaluation index system,and analyzes the main contents and existing problems of the patent strategy of jiangsu province.Finally,according to the problems existing in the patent strategy of jiangsu province,it is suggested to strengthen the patent creation,especially to stimulate the enthusiasm of the subject of invention patent and to increase the proportion of invention patent;Strengthen the use of patents,especially the cultivation and balanced development of patent intensive industries;Strengthen patent protection and intensify administrative law enforcement;Optimization of patent management,speed up aspects and so on to carry out the relevant patent policy is proposed based on the improvement of the quality oriented patent patent strategy of jiangsu provincecountermeasures,so as to improve the effect of the formulation and implementation of patent strategy of jiangsu province,give full play to the patent strategy to promote the development of economic,social and other related areas of jiangsu province of support and guarantee to provide valuable reference.
