Research On The Development Of The Farmer Cooperative Organizations

With the establishment of household contract responsibility system, the enthusiasm of farmers has been greatly improved since China has taken out reform and opening-up policy. Howerer, the feature of contemporary agriculture which is scattered and unstable hasn't perfectly met the demand of market expansion. And it also hinders rural incomes and agricultural development in some degree. As a new endogenous institutional arrangement, the rural specialized cooperative organization play an active role in decentralizing agricultural risk, increasing farmers'subject status in the economic activity and farmers'income and improving the construction of new socialist rural areas.Farmer specialized cooperative economic organization is an organization which the farmers can jion in voluntarily with the farmers-business as its base,with one particular industry or product as its link,with membership's revenue as its purpose, and with the actions of assistance and cooperation in capital,technology,production, purchasingand processing as its main functions.Its formation and development are both the inevitability and times of China's rural basic economic system and operating system's changing and innovation in the new historical period.By describing status quo of farmer specialized cooperative economic organization's distribution, organizational structure, governance within the county, this paper combines with the current conditions of China's agricultural and rural economic development,and then uses the knowledge of institutional change theory, principal-agent theory, property rights and public choice theory to analysis empirically the internal and external environmental factors of Huaining county's Farmer specialized cooperative economic organization.Those empirical analysis above includes the internal environmental factors of famer's needs and wishes for cooperation,of the interest connection and organizational structure of the organization, of the management and operation mechanism,and of the benefit distribution,and those empirical analysis also includes the external environmental factors of the country's economic factors of Huaining county and the government's policies.Meanwhile, in order to identify the common characteristics of the farmer specialized cooperative economic organization, this paper also does a comparative analysis to other farmer specialized cooperative economic organizations at domestic and abroad, and then proposes and analyzes the problems of Huaining county's farmer specialized cooperative economic organizations.The last part is the end result of this paper, which mainly reveals the evolutionary trends of Huaining county's farmer specialized cooperative economic organizations and addresses some measures and recommendations to the issues mentioned above.
