This paper analyzed international regulation features and the domestic situations of agricultural products quality and safety, summarized the experience and weaknesses of Xi'an horticultural products quality and safety supervision,referred to the experience of "Help the Olympic Action" ,in accordance with the idea of full supervision,proposed the guiding ideology, working target,specific measures and suggestions to enhance the supervision of quality and safety of horticultural products in Xi'an, aimed to offer reference for improving regulatory capacity for the city, and for enhancing the quality and safety control of agricultural products for the fraternal provinces and municipalities.The main conclusions were as follows:1. In accordance with the regulation of agricultural products quality and safety of the whole concept, it was necessary to strengthen the supervision of agricultural production area of category management and the environmental protection of origin for agricultural products, to increase agricultural sewage treatment origin and intensity of pollution accidents. Second was to strengthen the regulatory process of agricultural production, including the regulation of agricultural inputs, promoting the standardization of production, establish and improve agricultural production records, the implementation of quasi-origin out, to strengthen the management of packaging and labeling of agricultural products.
