Government Behavior Study Of Contemporary China Agricultural Extensiona

After times reforms, the existing China agricultural technology extension system have great breakthrough and development on ideas, organizational systems and promotion of content and other aspects. But the reform did not affect the root of administration and organizational structure of the agricultural technology extension system drastically, the basic position of public technology extension has not been resolved. Therefore, we must proceed from China's specific national circumstances, to lucubrate on how the government should act to promote agricultural extension, then identifying the reasons of the gap between local government behavior and agricultural technology extension target, and then propose solutions.This article conducts the study based on the background above. Under the theoretical framework of government action in agricultural extension, this paper analyses the specific gap of government action in agricultural extension in the reality, and explores the formation of this internal and external factors, while forwards specific optimization of government action.This paper consists of five chapters:1. Introduction. Introduction mainly describes the background, purpose, significance (including theoretical and practical significance) of the paper major topics, outlines the domestic and overseas research status, cleared research thinking and basic study methods to make basic preparations for paper follow-up research.2. Agricultural technology extension and basic theory of government behavior. This chapter describes the concept, status and role of agricultural extension and analyzes the content and features of government action. This chapter further defines the related theory and basic concepts that supportting this paper.3. The theory construction of government behavior in agricultural extension. This chapter analyzes the principle and focus that government should follow and the target, action and function of government behavior should take in agriculture extension. Major conclusions are as follows: (1) agricultural extension services is a public goods which requires government intervention in the visible hand. (2) government action plays a vital role in the agricultural extension, the study will help to optimize the government acts to further improve the efficiency of agricultural extension. (3) agricultural extension in the government should play a sound legal, institutional security, financial support and coordination of supervisory role.4. Status analysis of government behavior in agricultural extension. This chapter firstly recognizes initial good result of government's actions in the agricultural extension. Furthermore, analyses the behavior gap of agricultural extension based relevant statistical data on agricultural technology. Finally, analyses the causes of the disparity using SEMT MODEL innovatively.5. The optimal path of government behavior in agricultural extension.
