Government Action In The Agricultural Technology Extension System Reform Research

Agricultural technology extension is an important carrier of the conversion of agricultural science and technology, and the backbone of promoting agricultural science and technology, especially an important support system to build a modern agriculture. In the past decades, China has established a comprehensive five-level agricultural technology extension agencies, which has played a positive role in the promotion of advanced and practical technology, the security of nation food and effective supply of agricultural products, as well as the increase of farmer's income and technical services. It has performed an irreplaceable role in promoting agricultural technology improvement and enhancing agriculture development.With the social and economic development, the agricultural technology extension system formulated under the planned economic system cannot meet the requirements of rural economy, social development and the market process. There exist many issues, mainly in the serious shortage of investment on agricultural technology extension and mix-up public welfare and operational function. In addition, the technology extension approach is not able to satisfy the diverse needs of farmers; the concept of government in agricultural technology extension reform still remains in the planned economy mindset. As a result, the response from government does not satisfy the technical needs of farmers and agricultural technology extension system lacks vigor. All of these have become a bottleneck restricting the development of modern agriculture and required for improvement and innovation urgently.This study has taken account of China's national conditions, and it focused on government action on agricultural technology extension reform from the perspective of public administration. Through a comprehensive analysis of the practice of the current agricultural extension system and the experiences from oversea, the study aims to research how government is to promote the agricultural technology extension reform and ensure its quality in China, as well as how to enhance the construction, improvement and innovation of agricultural extension system in China.
