China's Rural Social Endowment Insurance Research

The rural social endowment insurance is an important component of state social security system. Rural social endowment insurance as a social pension, it can be viewed as an expansion of the urban social endowment insurance. It is an important factor which relates the farmers'benefit ,the stability of rural development, social justice and social harmony. Solving the farmers'pension is equivalent to solving the problem of China's most basic problems of the elderly. Therefore, improving the rural social endowment insurance is the most urgent task now. It is of great social significance. China's new rural social endowment insurance system has obvious advantages than the traditional rural social endowment insurance. From 2009, the new rural social endowment insurance piloted in rural areas, and the rate of insurance is very high. The government is responsible for the rural social endowment insurance, increased its financial investment for the new rural social endowment insurance. However, the new rural social endowment insurance is not perfect, it also has some problems, for example, It is lack of legal protection, the standard of collective subsidy is not clear, It is lack of incentive mechanism for farmer, it has difficulties in maintaining and increasing the value of the fund of the new rural social endowment insurance, etc. This article studies systematically the rural social endowment system in the system of innovation. .On the background of the transitional economy, through review the course of the past two decades of China's rural social endowment insurance, the paper studied systematically the rural social endowment insurance system on the basis of the existing theories, and summarizing the experiences of the rural social endowment system in our country and many experiences in other countries as reference, in view of the new issue of the new rural social endowment insurance, This article proposes many recommendations for improving the new rural social endowment insurance, and provide some references to improve China's new rural social pension insurance system.
