Research On Chinese Rural Social Endowment Insurance System

Social security is a basic system to guarantee of people's living standards and regulate social distribution. The 18th Chinese communist party congress pledged to promote the overall development of urban and rural social security system construction. As China is agricultural country, to construct thel endowment insurance system is more self-evident. However, at the present stage of our country, the rural traditional family pension mode is experiencing challenges, aging of population, the emergence the of family miniaturization and empty nest families, is changing the traditional mode of rural pension. Therefore, it is not only a significant and very urgent.In September 1,2009 the State Council issued the "guideline" on the new rural social endowment insurance pilot. In accordance with the requirements of the "basic principles ofbasic, wide coverage, resilient, sustainable", it implement the combination of social pooling and individual account. It is a new type of rural social endowment insurance system for rural residents basic living guarantee of the aged matched with other social security administration policy measures. "The new agricultural insurance pilot" is milepost significance, in the development of rural endowment career. However, due to the new rural endowment insurance system is to establish the basic framework only, the shortage of legislation, the big financing difficulty, the lack of the policy and the lack of effective management mechanism, some problems and difficulties appeared in the implement of the pilot. The overall realization of new rural social endowment insurance system still needs a long time. In February 7,2014, the State Council Premier Li Keqiang chaired a State Council executive meeting, the meeting decided to merge the new rural social endowment (hereinafter referred to as the "new agricultural insurance") and urban social endowment insurance. Establishment of the basic old-age insurance system for urban and rural residents of national unity, accelerating the construction of rural social endowment insurance system in the new era becomes more and more importance and urgency.This paper point the view from the practical to help rural residents to properly handle the problem about endowment with the knowledge used during the period of school, based on the previous research and the comparison between the domestic and foreign endowment insurance system construction, referring to lots of books and materials. It comes to conclusion from the emergence of problem from aspects of the implementation of China's new rural social endowment insurance system. Finally from the angles of legal laws and regulations, support and supervision mechanism it proposes the policy recommendations according with the actual situation of our country, so as to make the rural social endowment insurance system perfect further and make more people can have a blessed senectitude.
