With the development of wireless communication and computer network, that handling business affair by mobile phone becomes a popular method. Bank and mobile operator provide a variety of mobile services. Mobile payment as the key part of mobile E-commerce attracts people's attention. At present the development of mobile payment service in domestic is in early stage so that a lot of problems worth studying.This thesis analyzes different mobile payment system comprehensively and considers that the J2ME-based mobile payment system which is flexible and extensible is fit for the requirement of the future development. Thus, the workflow and realization of the J2ME-based system is researched deeply. In the research it is found that the payment operations are complex and redundant which not only increases communication cost but also wastes customer's time. Furthermore, customer's choices of goods are limited and few in the process of dealing which is against dealing sides achieving trade success. Mobile agent which is autonomic, collaborative and intelligent brings us a good solution.This thesis proposes mobile agent-based mobile payment model on the basis of researching mobile payment and mobile agent. As mobile agent itself can perceive environment, make decision autonomic and finish task independently, it acts for customer to carry out the deal operations in payment process which simplifies the dealing process and make trade more intelligent and automatic. Through the research of negotiation, a strategy compared with existing models and considered from multiple agents, multiple issues and bilateral is proposed that divide the goods attributes into two sets according to the characteristic of the attribute value and then negotiate about the two sets in two stages, which not only increase the dealing choices and promote the rate of trade success but also reduce trading time and optimize negotiating process because of agents' collaboration intelligent and efficient. This thesis designs the framework of the model. On the basis of deep research about the technology of client and server, those client's encryption module, digital signature module, communication module, the records management module and user agent, merchant agent, shopping agent, server's database management module, system management module are implemented. Finally, it is verified by experiment that mobile agent brought to the model is feasible, which not only simplify operations but also enhance the intelligence of the system service.
