| As the foundation of our national economy, the intra-county economy is not only the main measurement to narrow the development gap between urban and rural areas, but also the main approach to solve "Sannong" issues. At present, the underdeveloped counties in the eastern region and central and western regions are quite lack of economic growth points and industrial supports, which led to a slower, unsustainable economic growth and social development, especially in the primary industry. The primary industry in these counties often accounts for a higher proportion of the national economy. The large number of rural population, the difficulties on local rural labors'employment and the slow increase of income of the rural residents, all these are related to the low degree of the agricultural industrialization. The development of science and technology can solve this problem.But S&T resource allocation is unbalanced in our country, a large number of research personnel and research institutions concentrated in the central and provincial level, counties'S&T work has been long ignored, as poor S&T resource and incomplete S&T service system existed in counties. Considering such conditions, Ministry of Science and Technology and Ministry of Finance initiated a special action plan which called"Enrich the peasants, Strong the county"jointly, to guide financial investment and S&T resources to put into the counties. In the past five years, the counties'S&T work have been emphasized, and the S&T-Promoting-Economy development mode was formed in county areas.This article explained the relationship between county S&T work and its economic development, and analyzed the existing problems in building the S&T capability of the counties. In the next part, this paper analyzed the effects brought by the special action plan, which enhanced the county S&T capacity, thus promoted the counties'economic and social development. Lastly this paper gave suggestions on the enhancing the S&T capability of counties. |
