Research On The Mobilization Capability Of National Economy From The Collective Action Perspective

Modern Chinese history profoundly shows that the Self-Strengthening Movement,the Reform Movement of 1898,the Revolution of 1911 and the New Culture Movement failed to completely change the old China,only the whole Chinese being organized and mobilized under the leadership of the Communist Party of China finally created a new China.This is consistent with the basic principles of Marxist historical materialism,but also reveals the great significance of mobilization capability as well as laying the national economic mobilization capability of the logic and historical basis.In the field of national economic mobilization,mobilization capability is the ability to transform economic mobilization potential into national defense economic strength,it determines the extent to which economic mobilization potential can be transformed and played.However,the evolution of human war shows that human pay much higher attention on the potential than the capability of economic mobilization.The national security situation,the economic development model,the reform of the defense army,the latest changes in the world scientific and technological revolution requires attention and reconstruction of economic mobilization capability.To the end,this study based on the theory of the new institutional economics and behavioral economics,by using game theory as the basic tool,provided a new perspective to reinterpret the essence of economic mobilization from collective action and to build the logic as well as approach of economic mobilization capability.In a way,it helps expand and deepen the understanding of economic mobilization capability,also provides theoretical basis for reconstructing the economic mobilization capability.The direct object of economic mobilization is the people who are engaged in economic activities in all walks of life of the national economy.The serving object of economic mobilization has been undergoing the War of the King and the War of the State.The output of economic mobilization is evolved into public goods by private goods and club products.Therefor,the mobilization of the national economy is essentially a collective action of increasing the scope of the participant,then,the economic mobilization capability is a collective action capability.So,the core issue of making economic mobilization capability is to overcome the plight of collective action.Because of the complex and diverse factors that contributing to the plight of collective action,especially in the process of generating economic mobilization capability,we need to take into account the subjective and objective factors that influence the success or failure of collective action such as social system,economic conditions and population.The collective action of the national economy mobilization matches the basic assumptions of the Leaders-Followers game model and the conditional cooperation.The Leaders is the government who are responsible for the organization,and the Followersis the general public.Thus,logically speaking,the effective realization of economic mobilization capability needs to solve the two problems.First of all,managing the encompassing interests between the Leaders and Followers.The history of economic mobilization shows that the encompassing interests is the basic prerequisite for the release of economic mobilization capability.The gradual infiltration of the current market logic,the rise of science and technology in economic mobilization and the continuous expansion of economic mobilization function are bringing new challenges to the traditional encompassing interests.According to the mechanism and principle of interest demands directed by the market economy,the property right system is the fundamental measure to deal with these challenges.Secondly,some appropriate institutional arrangements would ensure the formation of economic mobilization capability,such as obligation measures,selective incentives and industry mobilization based on the small group theory.Among them,the obligation measures are determined by the nature of the economic mobilization,which could make use of the comparative advantage of the Leaders and bestir or restrict the Followers' indistinguishably at the macro level.As a micro-system capability,selective incentive is based on the market economy under the Followers' heterogeneity.Mobilization from the industry level can avoid the difficulty in big group collective action.The results of the game theory analysis show that,only the encompassing benefits and the appropriate institutional arrangements can better overcome the plight of economic mobilization collective action.The history of economic mobilization led by the Communist Party of China and its related experience shows that,the encompassing interests and the corresponding institutional arrangements under historical conditions have produced strong economic mobilization capability.At the same time,the special role played by the Leaders of the Communist Party of China also fully validates the applicability of the Leaders-Followers model.Therefore,to adapt to the new historical conditions,reinforcing the governance of the leader,promoting the economic mobilization development of military and civilian integration,and providing strategic support to information technology are necessary to optimize and upgrade the generating mode of economic mobilization capability in China.
