With the way of comparative analysis, empirical analysis,normative analysis and logic analysis, it systematically analyzes the basic situation, the existing problems and causes as well as the measures to be taken.Firstly, it analyzes the theory of rural human capital investment including summing up the concept of rural human capital investment, introducing three methods of rural human capital investment, analyzing the mutual relationship between human capital investment and material capital investment, and analyzing the effect of human capital investment on the farmers'income, from which it make a conclusion that human capital investment is a long-term investment; The effect of human capital investment on the farmers' income is very far beyond that by material capital investment; Government plays the dominant role in improving rural human capital investment.Secondly, it describes the situation, the existing problems and the causes of the current rural human capital investment in China. The status quo of rural human capital investment in China is not optimistic, including the large gap between urban and rural area, the shortages of supply and demand, the farmer's backward concept of investment; what's more, the small-scale of the rural elementary education investment in China, the lack of the investment by social organization, the regional disparity existing in investment, the basic reason of which is that the government's duality policy between urban and rural area leads to the backward economic development in rural area, so government hasn't played an active dominant role.Finally, it analyzes the meatures of improving the rural human capital investment in China, which mainly include increasing the momentum of government finance, the amount of the training investment in education and sci-tech and the stock of knowledge capital of farmers; improving the investment in Health Care and the stock of health capital of farmers; establishing the multiple mechanisms of cooperation dominated by government. In a word, the "accumulating circle" mechanism of the rural human capital investment, with the government as a subject, must be built up; By refining the system, the long-term mechanism of rural human capital investment must be established.
