The Study Of Inter-governmental Cooperation Mechanism From The Perspective Of Institutional Change With The Case Of Yangtze River Delta Agglomeration

According with the ever-growing importance of the agglomerations in the Regional Economy, the local governments in those regions, as well as the different agglomerations themselves, communicate with each other more and more frequently. This communication, on the one hand, brings the industrial distribution more and more reasonable than ever before and the Economics of Scale is gradually formed; on the other hand, between those local governments, it also causes the vicious circle of the competition, which leads to the partial risk, such as the infectious disease, the pollution of the rivers and so on, extend to the whole areas. In order to defend and control the risk and produce more and more regional public goods, the cooperation between the local governments should be put into the discussion; furthermore, those problems demand the government's cooperation in different domains and the establishment of the long-term and effective platform of institutions.The key of this research is to construct the research frame through the perspective of the theory of institutional change, then make use of it to analysis the institutional changes of inter-governmental cooperation mechanism. Through the combination of the theory and the reality, the author began from the evolution of the Neo-institutional Economics, and analyzed the different definition of the institution produced by different economists; then, defined the institution and the institutional change, which should be suitable for this research; at last, concluded the three perspectives of the institutional change. After the completion of the construction of research frame, combined with discussion of the form and development of the Yangtze River Delta inter-governmental cooperation mechanism, the author discussed the process of turning to the independent brokers of local governments. In the last part of the paper, the author proposed some constructive thoughts and potential solutions to those regional problems and the establishment of cooperation mechanisms between the local governments. The innovation of this paper, firstly, is to discuss and provide the problem of the establishment of the inter-governmental cooperation mechanism from a special institutional and historical perspective, thus to conclude some rules of the kind of cooperation. Secondly, in those variables which affect the establishment of inter-governmental cooperation mechanism, the author got the different explanation of the precious researches through extracting the most important variables, the reform of the Marketing Reform and the administrative and financial distribution.
