Research On The Local Inter-Governmental Cooperation Of Central Plains Economic Region

With the inter-governmental cooperation improvement of the function and status in the social economic development, scholars pay more attention on it. Along with strong desire of economic development in Central Plains Economic Region, study on inter-governmental cooperation can greatly improve economic development in the Central Plains Economic Region. Good inter-governmental cooperation can push economic and society development in central economic zones. So how to promote cooperation between local government mechanism building and reasonable government Mansion border relations is becoming the key point in development of the Central Plains Economic Region, but there are few scholars study on inter-governmental cooperation in the Central Plains Economic Region, Also they are not very clear about the impact of inter-governmental cooperation in economic development in the Central Plains Economic Region. This research has certain theoretical and practical value.This paper use the government office border management theory, the new regionalism theory and the regional cooperation theory, through the literature review, the theory and practical phase combination and system analysis methods, for the inter-governmental cooperation in the Central Plains Economic Region in the running of the problems, cause, governance mechanism and the inevitability of further adjustment. Research shows that, intergovernmental cooperation and interest coordination have become a necessary self-conscious construction relations. Healthy competition and cooperation have a positive influence, unhealthy competition and conflict will cause serious bad effect; reasonable profit sharing and compensation mechanism, perfect local inter-government network and scientific way of performance evaluation construction are the necessary points to build healthy running system for inter-governmental cooperation in the Central Plains Economic Region.This paper is divided into four parts, the first part introduces background, research status in domestic and abroad, research methods and theory tools, as well as innovation points; The second part defined central economic zone and the local government mansion border relations, also analyze the influence of local government Mansion border relations in regional economic integration; The third part deeply analyzes the problems and reasons in operation process of mansion border relations in the Central Plains Economic Region;The forth part mentioned feasibility measures and Suggestions to solve economic problems.
