"Clean village appearance" is one of the requests and goals of the new rural communities construction. However, the reality is not always like what you want, the issue of rural waste now has becoming a disadvantage to the development of the new rural communities. While the existing provision mechanism called One Project One Discussion system could not provide the waste disposal services very efficiently which makes things even worse. Thus, how to solve this debate has become a topic which is worth discussing. While in the meantime, the third sector in rural areas is playing a more and more important role in the provision of rural public goods. This inspires us that maybe we can inspect the feasibility of the rural third sector for its intervention in the provision of the waste disposal services. This is what we will deal with through out this paper.This paper is divided into six chapters, with the main themes of each chapter as follows:Chapter one is introduction. It proposes the main objectives of the research after analyzing both the universality and severity of rural waste and the rise and development of the rural third sectors. At the same time, chapter one also explains the basic medthodology, the main ideas and some definitions, innovations and defects of this paper.Chapter two is about literature reviews, which summarizes several previous studies on rural waste and waste disposal services at home and abroad. According to the main view, we also put this chapter into four small parts, that is, research on the status quo of the rural waste, research on the provision mechanism of Pubic Goods, special study on the rural third sector and research on the feasibility of the third sector to provide the Pubic Goods.Chapter three first presents and then analyzes the actuality of the provision of waste disposal services on the basis of an investigation in 2008 which is about the rural waste and disposal services from several countrysides in Shandong Province. Chapter four analyzes the provision dilemmas under the so-called One Project One Discussion system using the game theory. This research strats from the analysis of the behavior of some stakeholders involved in this progress, and then there are two game models, the game between one peasant and another and the game between the peasantry and the local government. Finally the conclusion is the One Project One Discussion system is failed in the providing of waste disposal services.Chapter five goes on analyzing the game process of the rural thid sector to make further research to prove that it maybe a possible way for the rural third sector to afford the waste disposal services. The analysis is just the same as above, the only difference is the stakeholders in this part is not the peasantry or the local government any more, but using the rural third sector as an entirety and the members of it instead. Besides, this part has also made a comparation between One Project One Discussion system and the rural thid sector in providing waste disposal services.Chapter six is the final part, first it lists some special challenges for the rural third sector to provide this service and then proposes some possible and rational suggestions.Being different from the previous study, this paper tries to investigate the main issues using the game theory, wishes to demonstrate the feasibility of the rural third sector for its intervention in the provision of waste disposal services in a more deep level, and hopes to carry some political and referential value for the government.
