Energy conservation is the sustainable development of China's economy, a major event for the benefit of future generations, also an event in the global environment. In recent years, with China's rapid economic growth, the construction not only has made great achievements, but also paid a great resource and environmental costs. Economic development and resources and the environment conflicts intensify. People have reacted strongly to environmental problems. This situation and the unreasonable economic structure are directly related to the extensive growth mode. Non- adjustment of economic structure or no any change the mode of growth, the environment can not afford the social and economic development. To this end, our country since 2006's "Eleventh Five-Year Plan" is to enhance the social sectors of all the "energy saving" efforts, and repeatedly through the "China Environmental Law," "China National Climate Change Policy and Action "and other laws and regulations, constraints and norms approach measures related to energy saving work, and after the previous" Government Work Report "on the energy saving work carried out to describe the situation.The General Assembly recently held in Copenhagen, triggered the global environmental issues. All countries were also made commitment to greenhouse gas emissions targets. Our government also said 2020 National carbon dioxide emissions per unit of GDP than in 2005 will cut down 40% -50%.
