Study On Informationization Solution For Transportation Dispatchment Of Third Party Logistics

Since started reform and began a policy of opening to the outside world, Chinese logistics industry keeps developing rapidly; the request of the society to logistics service has become highly and highly, all kinds of manufacture or sale enterprises take improvement of logistics efficiency as one important part of competition strategy. In order to focus energy on improving core competence, the enterprises are crying for Third-Party Logistics(3PL) services, which brings rapidly improvement of 3PL in our country.In China, a majority of 3PL enterprises are transformed from transportation or storage enterprises, most of them continue to use traditional management method, which has low informationization extent. During the informationization of operation and management in 3PL enterprises, transportation dispatchment informationization is one important part, the efficiency of transportation will directly affect the cost of the whole logistics system.3PL enterprises are now facing some significant problems such as how to optimize resource configuration, reduce management cost, improve management efficiency and customer satisfaction.This paper adopts a study method which combines the theory with practice, provides logistics transportation dispatchment with quite integrated solution. Firstly, this paper has analyzed development actuality of logistics industry in detail, and expounded existing problems in transportation dispatchment of 3 PL enterprises, through which the informationization general solution for transportation dispatchment is given, and Public Service Platform for Transportation Dispatchment (PSPTD) is put forward, then the general solution is analyzed in detail; secondly, this paper has summarized key operation flow of transportation dispatchment through investigation and study, finished requirement analysis and modeling of PSPTD, based on which general design of PSPTD is finished, including database, function module and general architecture design and so on, during those processes, performance and easy expansibility requirement of PSPTD are taken into consideration; thirdly, for dispatching of transportation tasks, this paper has studied the relative theories of resource balancing and optimization method for resource balancing, built the mathematic model of transportation task dispatching, then put forward an Improved Optimization Step by Step(IOSS) method for resource balancing; for vehicle dispatching, this paper has studied vehicle positioning and monitoring based on GPS/GPRS technology, and expounded the positioning theory, then put forward detail solution; lastly, based on the above-mentioned work, the PSPTD has been developed, including functions like IOSS method for dispatching transportation tasks, vehicle positioning and monitoring based on GPS/GPRS technology, waybill management, enterprise resources and dynamic information of vehicle management and so on, finally the 3PL enterprise PSPTD with perfect functions is realized. PSPTD, as a new form of logistics informationization construction, can provide enterprises with high efficiency and low cost transportation dispatchment services, and also avoid repeated construction of information system, realize public share of resources.
