Food is a necessity for human survival, but also the material basis of human development. China, with large population and little arable land, a large agricultural country, is in the initial stage of the process of industrialization, such a situation determine the food problem in China is not only an important economic issue, but also a bearing on political stability, social stability and an important political problems in China's national economic and social development occupies an extremely important strategic position.The basic functions of the grain distribution make farmers'grain, after the acquisition, transportation, processing and storage and ultimately transferred to the consumer sectors. Food and circulation of food production, food consumption are closely linked, and it is an intermediary in production and consumption status and the bridge and link to connect the grain production and consumption, but also links industry and agriculture, urban and rural areas of media and a hub. With the general properties of food commodities, but also has the particularity of different from other commodities-the strategic features, which determines the important status and role of the flow of grain in the national economy.As china's grain circulation system, grain circulation play an important role in the food security. From the food industry chain perspective, the grain circulation is not a complete chain, and grain production, distribution and consumption are out of joint, seriously affect our own grain circulation of security. Therefore, how to establish a complete link among grain production, distribution and consumption of grain industry chain to ensure the grain circulation security, is the focus of this research.In this paper, through reading literature and observed the phenomenon, propose that there are little study the China's current grain security issues based food distribution chain, on this basis, determine the scope of this study is the industrial chain of China's grain circulation in the context of security studies, the main from food production, circulation and consumption of the whole industry chain of China's grain circulation point of view to study the security countermeasures.By analyzing the development of the status quo of China's grain industry chain, from the three aspects of food production and consumption chain out of line, production and circulation of divergence, circulation and consumption out of line links, analysis of food industry chain of China's grain circulation security. Finally, propose advises of the food industry chain based on the perspective of China's grain circulation to security.Through the study found that China's grain industry chain in the food between the breeders and producers, food producers and consumers, food producers and the market exists problems and links from the production and consumption, production and circulation, circulation and consumption of detached analysis of the food chain industry chain of China's grain circulation security implications, derived from the promotion of food corporate restructuring mergers and acquisitions, the development of large enterprise groups and the development of modern food grain distribution industries, and enhance food chain linking to promote the development of China's grain industry chain to protect the safety of China's grain circulation.In the paper, the policy recommendations are come up with from the macroscopic perspective, aiming to provide advices for the government.
