Research On Benefit Evaluation Of Sloping Land Conversion Program In Gansu Dingxi

Massive sloping land conversion (MSLC) program in China is one of the important governmental actions in improving eco-environment. Nowadays, the urgent problem needed to be researched and solved in benefit evaluation of MSLC is how to evaluate the benefit of MSLC scientifically and reasonably, which is the universal problem focused by the governments and society.Target at MSLC program in Dingxi County, Gansu province, based on the basic database of remote sensing image recognizing and interpreting in Dingxi County, the land utilization/land cover dynamic in this county was analyzed and assessed from 1999 to 2007. The results showed that the cultivated land was decreasing year by year from 20.24% of total county area in 1999 to 9.76% of total county area in 2007. Forest area increased year by year since 1999, from 22.45% to 38.86%, an increase of 59706.6 hm2. The variety trend of meadow was converse with that of farmland. It increased from 1999. The meadow evolved from low cover to medium cover, from medium to high. However, parts of high cover meadow degraded to low cover meadow, and land for construction was increasing year by year.According to background property, main problem and local social economy condition of MSLC program in our country, index system for benefit evaluation of MSLC program was established. Benefit evaluation and value accounting was carried out by the system. Using opportunity cost approach, recovery expense approach, shadow project approach and so on, total eco-value after land amendment of MSLC was calculated in Dingxi County, which was 288 million yuan over by 2006. In the total eco-value, the biggest value was 31% of manufacturing oxygen and fixing carbolic of forest, the second value was 26% of water resources protection, the smallest was 1% of cleaning of the environment.At the same time of accessing to enormous ecological benefits, social and economic benefits achieved great results. Forestry, animal husbandry increased by 36.72 million yuan of GDP in 2006 than 1999, an increase of 65.4%, the average net income of rural per capita grows 137 yuan per year, the rural industrial and energy structure has been adjusted, farmers have been raising awareness of environmental protection, the pace of new countryside building has been accelerated, to promote the healthy development of county economy.
